CALL FOR EXPRESSION OF INTEREST

DECEMBER2018

Background:

Tanzania Communication and Development Center (TCDC) is a non-government organization (NGOs) established in 2013. TCDC empowers Tanzanian people and communities through Social Behavior Change Communication (SBCC), SMART Advocacy Strategy and Social Development. TCDC uses SBCC and Advocacy to change behaviors, including health prevention practice and service utilization, by positively influencing knowledge, attitudes practice and social norms.TCDC’s mission is to strengthen the health and wellbeing of households and communities.

TCDC is currently implementing the USAID TulongeAfya Project in partnership with Family Health International (FHI360). USAID TulongeAfya is a five-year project funded by the United States Agency for International Development (USAID) that aims to catalyze opportunities for Tanzanians to improve their health status by transforming socio-cultural norms and supporting the adoption of healthier behaviors through the following intermediate results;

·         Result 1: improved ability of individuals to practice healthy behaviors.

·         Result 2: strengthened community support for healthy behaviors.

·         Result 3: improved systems for coordination and implementation for Social Behavior Change Communication (SBCC) interventions.

TCDC has a wide range of partners working in Public Health including local and international civil society organizations (CSOs), private sector, and government institutions. TCDC believes that it is only through the collective efforts of many actors that positive health, social and economic outcomes can truly be achieved. We welcome and engage with diverse actors in variety of ways, including long-term relationships, short term strategic alliances and active participation in networks and coalitions.

 

IMPLEMENT SBCC ACTIVITIES IN 14 DISTRICTS

TCDC invites expression of interest from Tanzania CSOs, including Networks and Coalitions, with the suitable set of skills, knowledge and experience to develop, manage and implement SBCC programs across the following health areas: HIV, Family Planning and reproductive health (FP/RH), Malaria, maternal, newborn and child health (MNCH), and tuberculosis (TB),for USAID TulongeAfya Project in one of the region as described below.

Program Areas of Partnership for USAID TulongeAfya Project in the 14 districts

Specifically, prospective partners will be required to submit a brief note of not more than four pages detailing their areas of work, proposed project activities and target audiences in the following health areas:

1.      HIV

2.      Family Planning

3.      Reproductive health/Family Planning (RH/FP)

4.      Malaria

5.      Maternal newborn and Child Heath (MNCH

6.      Tuberculosis (TB)

14 districts geographical coverage (respondents are encouraged to apply to implement activities in one of the regions listed below)

Required documentation

Together with the brief note, please attach the following documents;

       I.            Cover letter detailing expression of interest and competencies

    II.            Certified copy of registration certificate or certificate of compliance

 III.            At least two references, one of them be the local government authority where the CSO is working

 IV.            A letter of introduction from the local government authority

    V.            Governance structure

 VI.            Copy of the most recent approved financial report of your organization

VII.            Organization capacity statement

VIII.            A list of recent performed or ongoing contracts including the names and addresses of the employers/funders for verification.

 IX.            Applicants contact details (phone, email, website, physical address)

Evaluation criteria

Information provided in the support of EOIs will be evaluated against a set of criteria, similar to those given below but base on the focus on the following.

1.      Description of organization and previous working experience

2.      Experience in similar service required

3.      Certificate of incorporation/registration and tax payer identification number (TIN)

4.      Key staff

5.      Collaboration and networking with local government authorities and CSOs

6.      Referees from previous experience (at least three)

7.      Vendor understanding of the subject matter

8.      Proposed activities/methodologies/implementation plan and monitoring

9.      Proposed budget and narrative

PLEASE NOTE

1.      Required documents are mandatory, application, which does not include all of the above documentation, will not be considered.

2.      All CSOs and NGOs responding to the EOI must have registered with DUNS and provide evidence.

3.      USAID Tulonge Afya is encouraging applicant to apply to implement SBCC activities in one of the regions mentioned above.

4.      Only successful EOI applicants will be issued with RFA

Please note that participation in this call does not guarantee selection as project partner. EOI submissions will be evaluated according to merit. ONLY the selected organizations will be informed about the outcome of their submission and will be informed on how to proceed further. Issuance of this EOI does not constitute an award commitment nor does it commit TCDC to pay for any cost incurred to the submission of EOI.
