END OF PROJECT EVALUATION FOR MASAVA PROJECT BEHAVIOR CHANGE AND SOCIAL MARKETING COMMUNICATION FOR CRUDE FORTIFIED SUNFLOWER OIL PROGRAM

Tanzania Communication and Development Center (TCDC) is a locally registered Non Governmental Organization (NGO). Our mission is to strengthen Tanzania institutions and support the government of Tanzania to use health communication, social marketing and social development strategies to improve lives of Tanzanians. Tanzania Communication and Development Center (TCDC) provide expertise in the area of social and behavior change communication, social marketing and social development.

 

Project Overview

MEDA (Mennonite Economic development Associate) come up with the fortified sunflower oil project to support government of Tanzania on national food fortification campaign in Manyara and Shinyanga.  The project aim at building business model to Vitamin A fortified oil at the small and medium enterprise (SME) level. To expand its operation on improving vitamin A intake among local population of the control districts in Manyara and Shinyanga regions, MEDA sub-contracted Tanzania Communication and Development Center on behavior change communication component. TCDC is implementing SBCC component by using mix of complimentary channels such as mass media, mid-media and community mobilization. These channels are blended and work together to create awareness, demand and motivating individuals to buy and consume MASAVA oil and at the same time promote fortified sunflower oil from three different brands (Singida sunshine, Sweet Drops and Shams by Muktar). The SBCC programs operate in 6 districts; Babati MC, Babati DC, and Hanang in Manyara region and Shinyanga MC, Shinyanga DC and Kahama in Shinyanga region.   

Project Goal

The project goal is to improve health and nutrition status of targeted population in Shinyanga and Manyara regions through promoting fortified sunflower oil.

Target Population:The target population is lactating women and children under five. However, the subsidized, fortified sunflower oil will be available to the entire population within a district.

 

Project objectives

The main objective for MASAVA project on behavior change communication/market campaign for fortified sunflower oil is to create demand for fortified sunflower oil in Manyara and Shinyanga. More specifically the campaign will;

  • ·         Raise awareness of the need for the benefit of Vitamin A in diets with harmonized evidence based message
  • ·         Raise awareness that companies are now beginning to offer Vitamin A fortified sunflower oil
  • ·         Promote purchase of fortified sunflower oil in Manyara and Shinyanga regions (or specific districts thereof)
  • ·         Support MEDA as it provides the participating SMEs with guidance to qualify for the NFFA fortification seal, and, insofar as possible, align this projects promotion with other initiative underway. Increase generalized brand awareness of fortified oil as a commodity using a standardized brand, in line with national standards.
  • ·         Support participating SMEs with any relevant adjustments to their individual label designs and promotional materials (e.g. posters) specific to their fortified oil products.
  • ·         Promote the e-voucher among retailers and consumers as an opportunity for consumers to try fortified sunflower oil temporarily reduced price.

OBJECTIVE & SCOPE OF FINAL EVALUATION

The Final Evaluation will build on the baseline and mid-term evaluations to enhance learning and understanding of project outcomes. TCDC is seeking a Consultant (Firm or Individual) to conduct a final Evaluation for the MASAVA project with the following Objectives;

 

  • ·         To assess whether the project has achieved the intended  results as outlined in the logical framework; 
  • ·         Assess the relevance, effectiveness, efficiency, impact and sustainability of project interventions and strategies;
  • ·         Assess the implementation of the midterm evaluation recommendations
  • ·         Identify lessons learned, methodologies and factors that contributed to project success and failures.
  • ·         Provide concrete recommendations for future strategies.

 

KEY FINAL EVALUATION QUESTIONS

1.    RELEVANCE 

  • ·         To what extent did the intervention meet the needs of targeted beneficiaries and account for other emergent needs during the life of the project
  • ·         How aligned were project interventions with other stakeholder policies and priorities
  • ·         How appropriate was the project design?
  • ·         To what extent was the project relevant and motivating for the different stakeholders (men and women, religious leaders/CBOs, government and local government officials)
  • ·         How well were implementing partners selected? To what extent were partners involved in decision making regarding the planning and implementation of the program? Selection and combination of implementing partners: what factors were given precedence in selecting the partners, and what were some strengths and weaknesses of both partners?

 

2.    EFFECTIVENESS

  • ·         What chief factors were responsible for the achievement or failure of the objectives?
  • ·         To what extent have the objectives been achieved? Why and why not? Are there any unintended results?

3.    EFFICIENCY

  • ·         To what extent were objectives achieved on time?
  • ·         Were activities cost-efficient?

4.    SUSTAINABILITY

  • ·         What is the likelihood of the activities of the project to continue beyond the project life span?
  • ·         To what extent were project efforts to promote sustainability successful (e.g. evidence of local Ownership, sustainable partnerships and collaborations, etc.) were achieved?

5.    IMPACT

  • ·         Have any negative or unintended changes be observed?
  • ·         What changes can be observed in the communities where the project has been implemented?
  • ·         Tentatively how many people have benefitted from project activities? If possible, disaggregated by men/women.

 

KEY TASKS OF CONSULTANCY

1.   Design and Conduct the Evaluation Assessment (develop methodology   that fits a quasi-experimental evaluation design, allowing for rigorous impact and attribution analysis and will account for any confounding factors that can be applied to the midterm and final evaluations.

 

2.   Develop End of project Evaluation data collection tools and protocols in collaboration with TCDC staff. Key activities include: Review of project documents and understanding the project design and M&E framework; hire and train enumerators, team leaders/supervisors and conduct a pilot to ensure that standardized methodology and application of the tools are fully understood before data collection.

 

3.   Conduct Data Collection

  • ·         Manage and secure all data sets
  • ·         Clean data
  • ·         Ensure data quality / accuracy through DQA
  • ·         Deliver all complete, cleaned, translated datasets to TCDC  (including transcripts  from interviews and focus groups

 

4.   Conduct End of project data  Analysis

  • ·         The consultant will be responsible for consolidating quantitative and qualitative findings from the analyses into a comprehensive final report

 

5.   Produce the Comprehensive End of project Evaluation  Report 

Provide TCDC and other stakeholder’s appropriate time for review and feedback of draft reports   incorporate the feedback of TCDC and other stakeholders and submit the final report

 

6.   Provide a Summary Presentation

  • ·         Conduct a presentation if deemed  necessary of key findings for project staff and other stakeholders in Tanzania

7.   Produce a Highlights Paper on the end of project Evaluation 

  • ·         Write a 3-5 page stand-alone document that highlights all the findings.

 

Intellectual Property

TCDC shall own all Work Products. All Work Products shall be considered work made for hire by Consultant and owned by TCDC.

 

DELIVERABLES

 The consultant should deliver the following products: 

1. Design the Evaluation Methodology (framework, analysis plan, report outline, etc.)’

2. Update or create data collection tools, as appropriate/needed.

3. Quality Assurance Plan

5. Draft Comprehensive Evaluation Report

6. Interim Draft Report

7. Final Comprehensive Evaluation Report

8. Presentation of key findings to TCDC management and other key stakeholders, including

MASAVA participants and beneficiaries

9. A Final Presentation of the Evaluation in addition to the earlier presentation of initial key findings.

10. Highlights Paper

11. Complete, cleaned Evaluation data sets with corresponding documentation/data library

12. Submission all raw data from the field.

 

 

TERMS AND CONDITIONS OF THE SOLICITATION

Notice of non-binding solicitation: TCDC reserve the right to reject any and all consultancy application received in response to this solicitation, and is no way bound to accept any application.

TCDC may amend or cancel this consultancy, in whole or in part, at any time, extend the deadline for submitting application and or determine whether an application complies with the requirements of the invitation. Issuance does not constitute an award commitment on the part of TCDC, nor does it commit TCDC to pay for cost incurred in the preparation and submission of an application. In addition, final award of any resulting agreement cannot be made until funds have been fully appropriated, allocated, and committed through TCDC procedures. The final decision of the award will be at the sole discretion of TCDC organization standards.

Time frame

It is estimated that the consultant will require 16 working days for the assignment. The consultant will be required to present a work plan on how the 16 days will be utilized. This consultancy is expected to commence on April 17th 2017 and the final day to present the final report should not be later than Friday 12th May 2017.  The evaluation will be done in all agreed sampled sites involving in the project implementation.

Qualifications:

The end-line evaluation consultancy should have the following minimum qualifications;

  • ·         The firm, individual, or group must have an interdisciplinary team with diverse professional expertise and skills as well as sound tracking records in carrying out similar assignments.
  • ·         The evaluation team members must have advance university degree (Master’s degree or higher) in field of public health, nutrition, and social sciences.
  • ·         The team leader must have at least 6 years’ experience in monitoring and evaluations.
  • ·         Excellent in oral communication (preferred English and Swahili) and writing skills.
